Siren like sound (Tom Demac - Critical Distance pt.2)

I have a hard time figuring out how this sound was created:

at 0:18

Dusky used a very similar sound:

Granulize or timestretch (Paul's extreme stretcher) any tonal/harmonic short sound. Not a good example, but I even timestretched a fart sample and it sounded something like this.

Additionally, add reverb and/or reverse result.
