Scuba's new album comes close to that vibe, but it's more varied, I enjoyed it a lot.
I'd say Scuba is really closer to Dub Techno a lot of the time, at least the later stuff is, awesome artist though. Check out a lot of stuff released on Hotflush, one of my favourite labels right now, pushing a nice unique sound.
I can only echo what was said previously in this thread about Burial being pretty unique, there's a lot of imitators on soundcloud though, unfortunately you can always tell when someone is trying to imitate rather than create their own sound.
I noticed someone mentioned Synkro, maybe you could check out stuff like Submerse and other artists that seem to fall under the category of 'Future Garage', some of it's uber cheesy though and can be a little cringe worthy in that respect but as with all genres it's worth digging to see if you can find anything you like.
I put him in the same boat as Scuba, that is to say, he doesn't fit well into any category but his music is melodic, the rhythms are complex, and he sounds like something between *step and techno. Very cool music!
Again I can't really pigeon-hole this sound, it's part techno, "downtempo", something something. Very pretty music, interesting rhythms, I get an FSOL vibe. I have his "Fyuti" album and I'm going to check out some more.
