Try Reaper out. The demo has no restrictions and if you like it is very cheap

Wavosaur is a very nice sound editor (especially if you're used to Soundforge...)

pauls timestretch is free, but on a less tongue-in-cheek note hg fortune has a few free vsts and even the basic free versions of his commercial synths are very powerful and nag-less. avatar free is a great example, one of these days ill buy the full version but still the basic is like whoa!

Sunvox is a neat modular style tracker program, worth looking into. I'll also second reaper, technically you should buy a license but they choose not to put copy protection or restrictions on their software, and also the personal license is very cheap, like 60 bucks I think. and Audacity is of course a great tool for working on audio with, maybe not what i'd choose for my main production environment but very useful regardless.

The obvious answer would be Paul's Extreme Stretcher.

That, along with any free DAW or sequencer (Reaper, Zynewave Podium Free, Jeskola Buzz, Audacity, Ardour, LMMS, Kristal Audio Engine, etc)

If you mean a DAW then you're best off just buying one.
If you just want some free VST Synths, check out these websites:

Re: Is there any free software for making ambient music?

One program I can't recommend enough for ambient music, is this neat little program called paulstretch, you can use it to take bits of audio and stretch them out (and I mean, wayyyy the fuck out). It's nice because it doesn't give any of those nasty artefacts you get when you timestretch audio in your DAW, instead it sounds much more organic. Plus, it also lets you apply processing to the stretched audio before you render (like adding or subtracting harmonics, pitch shifting, octave transposing, compression, widening, a fader that let's you alter the sound to become more tonal or more noisy, etc. etc.). It's some freeware thing, a Google search should yield something.

Just a warning though, it's a little fiddly, and kind of hard to operate at first because it lacks a proper manual, but hey, it's free and you can make some pretty neat pads, drones, sweeps, textures and the like, even if you don't really know exactly how to run the program.
