I didn't read this whole thread yet, but it's an interesting topic.

I always wondered how Front Line Assembly pulled off clearing so many samples of Robocop and other movies. The album Tactical Neural Implant is damned loaded with movie samples, and it's a hellishly good album too. I know it was done in the 1990s so maybe the copyright laws and lawyers weren't up to any problems back then.

As far as the Vengeance samples go, I would never buy samples that aren't explicity royalty-free and allowed for commercial use. It's just asking for trouble.
