Well, yes, but they're not really a computer in the way people use modern computers to do music. Sure you can use a midi sequencer to do music, but its probably much easier to do it with some sort of computer. From the videos I've seen of early 1990s setups, this was the common way to do things.
The question is, would something like at atari st, a bunch of midi instruments and a mixer be considered a hardware setup?

Of course it would.

Replacing the ST with a PC or Mac would still make it a hardware setup as you have hardware synths!!!

FWIW, my DAW is a pc and it is completely and utterly turned over to being a DAW - no net connection, no games etc just my DAW. I just consider it a part of my studio rather than a 'computer'.

I do get the feeling that this hardware vs software garbage is getting very tiring - even more so than the old mac vs pc debate......
